Wakaandika barua kwa kila jimbo na katika kila lugha ya watu kama agizo la Hamani lilivyotoka kwa mfalme, kwa watawala wa majimbo mbalimbali, na wakuu wa watu mbalimbali. Hizi ziliandikwa kwa jina la Mfalme Ahasuero mwenyewe na kutiwa muhuri wa pete yake mwenyewe.
