1 Awo abaana ba Isirayiri bwe baali nga basiisidde mu nsenyi za Mowaabu ku mugga Yoludaani, okwolekera Yeriko, Mukama Katonda n’agamba Musa nti,
The Lord spoke to Moses on the plains of Moab beside the Jordan opposite Jericho. He told him,
2 “Lagira abaana ba Isirayiri nti bawanga Abaleevi ebibuga eby’okubeeramu, nga babiggya mu butaka bwabwe bwe baligabana obw’enkalakkalira. Era babaweerangako n’amalundiro okwetooloola ebibuga ebyo.
“Order the Israelites to provide from their land allocation towns for the Levites to live in and pastures around the towns.
3 Kale, olwo balibeera n’ebibuga ebyokusulangamu, n’amalundiro ag’ente zaabwe n’endiga zaabwe, awamu n’ensolo zaabwe endala ezirundibwa.
The towns are for them to live in, and the pastures will be for their herds and their flocks—for all their livestock.
4 “Amalundiro aganaaweebwanga Abaleevi ab’omu bibuga ebyo ganaapimwanga obugazi okuva ku bbugwe w’ekibuga mita ebikumi bina mu ataano.
The pastures around the towns you give to the Levites are to extend out from the wall a thousand cubits on all sides.
5 Amalundiro ago ganaapimanga obuwanvu bwa mita lwenda ku ludda olw’ebuvanjuba, ne mita lwenda ku ludda olw’ebugwanjuba, ne mita lwenda ku luuyi olw’obukiikakkono, ne mita lwenda ku luuyi olw’obukiikaddyo, ng’ekibuga kiri wakati. Ago ge ganaabanga amalundiro gaabo ab’omu kibuga.
Measure two thousand cubits outside the town on the east, two thousand on the south, two thousand on the west, and two thousand on the north, with the town in the middle. These areas will be their pastures around the towns.
6 “Ku bibuga bye muligabira Abaleevi kugenda kubeerako ebibuga mukaaga eby’okuddukirangamu, omuntu asse omuntu nga tagenderedde. Okwo mulyoke mwongereko ebibuga amakumi ana mu bibiri.
Six of the towns you give the Levites are to be sanctuary towns, where a person who kills someone can run for protection. As well as these towns, give the Levites forty-two more.
7 Okutwalira awamu muliteekwa okugabira Abaleevi ebibuga amakumi ana mu munaana, mubagattireko n’amalundiro.
The total number of towns you are to give the Levites is forty-eight, along with their pastures.
8 Omuwendo gw’ebibuga bye muligabira Abaleevi gulyesigamizibwa ku bunene n’obutono obwa buli busika obw’abaana ba Isirayiri. Ab’obusika obunene muliwaayo ebibuga bingi, n’ab’obusika obutono muliwaayo ebibuga bitono.”
The towns that you allocate to be given to the Levites from the territory of the Israelites will be more from a larger tribe and less from a smaller one. The number will be in proportion to the size of the land allocation of each tribe.”
9 Awo Mukama Katonda n’agamba Musa nti,
The Lord told Moses,
10 “Yogera eri abaana ba Isirayiri ng’obagamba nti, ‘Bwe musomokanga omugga Yoludaani ne muyingira mu nsi y’e Kanani,
“Tell the Israelites: ‘When you cross over the Jordan into Canaan,
11 mweronderangamu ebibuga ebinaabanga ebibuga byammwe eby’okuddukirangamu; ng’omwo omuntu asse omuntu nga tagenderedde mw’anaddukiranga.
choose towns as your sanctuary towns, so a person who kills someone by mistake may run there.
12 Bye binaabanga ebifo eby’obuddukiro okwewala omuwoolezi w’eggwanga, omuntu ateeberezebwa okuba omutemu alemenga okuttibwa nga tasoose kuwozesebwa mu maaso g’ekibiina.
These towns will be for you places of sanctuary from those seeking revenge, so that the killer will not die until they are tried in court.
13 Ebibuga ebyo omukaaga bye mugenda okuwaayo bye binaabanga ebibuga byammwe eby’obuddukiro.
The towns you choose will be your six sanctuary towns.
14 Mugenda kuwaayo ebibuga bisatu ku ludda luno olw’ebuvanjuba olwa Yoludaani, n’ebibuga bisatu mu Kanani, okubeeranga ebibuga eby’obuddukiro.
Choose three cities on the other side of the Jordan and three in Canaan as cities of refuge.
15 Abaana ba Isirayiri n’abagenyi bammwe, n’abagwira abanaabeeranga mu mmwe, mwenna munaddukiranga mu bibuga ebyo omukaaga. Kwe kugamba nti omuntu yenna anattanga omuntu nga tagenderedde anaddukiranga omwo.’
These six cities will be places of sanctuary for the Israelites and for foreigners or settlers among them, so that anyone who kills a person by mistake may run there.
16 “‘Omuntu bw’anaakubanga omuntu n’ekyuma n’amutta, oyo nga mutemu; era omutemu anattirwanga ddala.
But if anyone deliberately hits someone with something made of iron and kills them, that person is a murderer and must be executed.
17 Era omuntu bw’anaabanga akutte ejjinja mu ngalo ze, n’akuba munne n’ejjinja eryo, omutemu anattirwanga ddala.
If anyone picks up something made of stone that could be used as a weapon and hits someone with it, and kills them, that person is a murderer and must be executed.
18 Oba omuntu bw’anaabanga akutte ekyokulwanyisa eky’omuti mu ngalo ze, ekiyinza okutta omuntu, n’akikubisa munne, munne n’afa, oyo nga mutemu; era omutemu anattirwanga ddala.
If anyone picks up something made of wood that could be used as a weapon and hits someone with it, and kills them, that person is a murderer and must be executed.
19 Omuwoolezi w’eggwanga yennyini y’anattanga omutemu; bw’anaamusisinkananga anaamuttanga.
The avenger is to execute the murderer. When he finds the murderer, he is to kill him.
20 Omuntu bw’anaabangako ekiruyi ku munne n’amufumita ng’akigenderedde, olw’obukyayi, oba n’amwekwekerera n’amukasuukirira ekintu ne kimukuba ne kimutta,
Similarly, if anyone hates someone and knocks them down or deliberately throws something at them, and they're killed;
21 oba olw’obulabe bw’amulinako n’amukuba ekikonde, munne n’afa, omuntu oyo amukubye ekikonde anaafanga; kubanga mutemu. Omuwoolezi w’eggwanga y’anattanga omutemu oyo ng’amusisinkanye.
or if someone hits another with his hand and they die, the one who hit him must be executed because he is a murderer. When the avenger finds the murderer, he is to kill him.
22 “‘Singa omuntu afumita munne mangwago, gw’atalinaako bulabe, oba n’akasuka ekintu nga tagenderedde ne kimukuba,
But if anyone knocks someone else down without meaning to and without hating them, or throws something at them not meaning to hurt them,
23 oba n’ayiringisa ejjinja, eriyinza okutta omuntu, ne limugwako nga tamulabye, n’afa; olwokubanga teyali mulabe we, era nga yali tagenderedde kumulumya;
or carelessly drops a heavy stone that kills them, but not as an enemy or intending to harm them,
24 kale, olukiiko lw’ekibiina lunaasalangawo wakati we n’omuwoolezi w’eggwanga, nga lugoberera amateeka gano nga bwe gali.
then the community must judge between the killer and the avenger following these regulations.
25 Omussi oyo olukiiko lw’ekibiina lunaamuwonyanga omuwoolezi w’eggwanga, ne lumuleka n’abeeranga mu kibuga kye eky’obuddukiro okutuusa Kabona Omukulu eyafukibwako amafuta ag’omuzeeyituuni amatukuvu ng’amaze okufa.
The court is to protect the killer from being attacked by the avenger and must return him to the sanctuary town that he ran to, and he must stay there until the death of the high priest, who was anointed with holy oil.
26 “‘Naye omussi oyo bwe kanaamutandanga n’afulumako mu kibuga kye eky’obuddukiro mwe yaddukira,
But if the killer ever leaves the limits of sanctuary town where they ran to,
27 omuwoolezi w’eggwanga n’amala amusanga ebweru w’ekibuga ekyo, n’amutta, omuwoolezi w’eggwanga taabengako musango gwa butemu.
and the avenger finds him them outside his sanctuary town and kills him, then the avenger will not be guilty of murder,
28 Kubanga omussi oyo kinaamusaaniranga okubeera mu kibuga kye eky’obuddukiro okutuusa nga Kabona Omukulu amaze okufa. Kabona Omukulu anaamalanga kufa, omussi oyo n’addayo ewuwe mu bintu bye eby’obutaka.
because the killer has to stay in his sanctuary town until the death of the high priest. Only after the death of the high priest are they allowed to return to the land they own.
29 “‘Gano ganaabeeranga mateeka gammwe ge munaakwatanga mu mirembe gyammwe gyonna ne buli we munaabeeranga.
These regulations apply to all future generations wherever you live.
30 Omuntu bw’anattanga munne, ne wabaawo obujulizi, omutemu oyo naye anaafanga. Naye tewaabengawo attibwa ku bujulizi obw’omuntu omu yekka.
If anyone kills a person, the murderer is to be executed based on the evidence given by witnesses, plural. No one is to be executed based on the evidence given by a single witness.
31 “‘Temukkirizanga mutango olw’okununula omussi asingiddwa omusango ogw’obutemu n’asalirwa okuttibwa; anaateekwanga okuttibwa.
You are not to accept payment instead of executing a murderer who has been found guilty—they must be executed.
32 “‘Temukkirizanga mutango ogw’okununula omussi abeera mu kibuga eky’obuddukiro, alyoke aveeyo addeyo ewuwe nga Kabona Omukulu tannaba kufa.
Also you are not allowed to accept payment for a person who runs to a sanctuary town and permit them to return and live on their own land before the death of the high priest.
33 “‘Temwonoonanga nsi gye mubeeramu. Okuyiwa omusaayi kyonoona ensi; okutangiririra ensi omuyiise omusaayi si kyangu, okuggyako ng’etangiririrwa n’omusaayi gw’oyo eyayiwa omusaayi mu nsi omwo.
Don't pollute the land where you live because bloodshed pollutes the land, and the land where blood is shed can't be purified except by the blood of the one who shed it.
34 Temwonoonanga nsi mwe mubeera nange mwe mbeera, kubanga Nze, Mukama Katonda, mbeera wakati mu baana ba Isirayiri.’”
Don't make the land impure where you live because I live there too. I am the Lord, and I live with the Israelites.”
