Vua ra lệnh cho triều thần cho phép mọi người uống bao nhiêu tùy ý, không giới hạn.

Hoàng hậu Vả-thi cũng thết đãi các phụ nữ trong hoàng cung vua A-suê-ru.

Ngày thứ bảy, khi men rượu làm nhà vua A-suê-ru cao hứng, vua truyền lệnh cho các thái giám Mê-hu-nan, Bích-tha, Hạc-bô-na, Biếc-tha, A-bác-tha, Xê-tha, và Cát-na

đưa Hoàng hậu Vả-thi, đầu đội vương miện, đến ra mắt vua để mọi người có thể chiêm ngưỡng sắc đẹp của hoàng hậu.

Nhưng Hoàng hậu Vả-thi không chịu đến theo lệnh vua do các thái giám chuyển đạt. Điều này làm vua vô cùng tức giận.
13 and to say [the] king to/for wise to know [the] time for so Chronicles [the] king to/for face: before all to know law and judgment
Vua liền hội ý với các học sĩ hiểu biết thời vận, vì vua có lệ tham khảo ý kiến những người thông thạo pháp luật.

Thay mặt các thượng thư, Mê-mu-can đáp: “Hoàng hậu Vả-thi chẳng những có lỗi với vua, nhưng với cả các quan văn võ và người dân toàn cõi đế quốc.
17 for to come out: speak word: deed [the] queen upon all [the] woman to/for to despise master: husband their in/on/with eye: appearance their in/on/with to say they [the] king Ahasuerus to say to/for to come (in): bring [obj] Vashti [the] queen to/for face: before his and not to come (in): come
Một khi phụ nữ khắp nơi hay biết việc này, họ sẽ không vâng phục chồng lấy cớ rằng: Hoàng hậu Vả-thi đã không tuân lệnh Vua A-suê-ru.
18 and [the] day: today [the] this to say princess Persia and Media which to hear: hear [obj] word: deed [the] queen to/for all ruler [the] king and like/as sufficiency contempt and wrath
Ngày hôm nay, các bà vợ của thượng quan chúng tôi trong đế quốc Ba Tư và Mê-đi sẽ nghe về hành động của hoàng hậu, cũng sẽ đối xử với chồng, là các thượng quan của vua theo cách ấy, rồi nhà nào cũng sẽ dẫy đầy sự khinh bỉ và xào xáo.

Nếu vua đẹp ý, chúng tôi xin vua ra sắc lệnh, chép thành đạo luật bất di bất dịch của người Ba Tư và Mê-đi, cấm Hoàng hậu Vả-thi không được đến ra mắt vua nữa, và sẽ chọn hoàng hậu khác xứng đáng hơn.

Lời bàn này được vua và quần thần chấp thuận. Vua thực hiện mọi việc đúng theo lời đề nghị của Mê-mu-can,
22 and to send: depart scroll: document to(wards) all province [the] king to(wards) province and province like/as writing her and to(wards) people and people like/as tongue: language his to/for to be all man to rule in/on/with house: household his and to speak: speak like/as tongue: language people his
gửi sắc lệnh đến khắp các tỉnh, theo ngôn ngữ từng địa phương, chỉ thị người đàn ông phải nắm quyền làm chủ gia đình mình.
