Ezra came up from Babylon and he was a skilled scribe in the law of Moses that Yahweh, the God of Israel, had given. The king gave him anything he asked since the hand of Yahweh was with him.

This was the decree that King Artaxerxes gave Ezra the priest and scribe of Yahweh's commandments and statutes for Israel:
12 Manghai boeih kah manghai Artaxerxes loh vaan Pathen kah oltlueh cadaek khosoih Ezra tah a yoethen pai.
“The King of kings Artaxerxes, to the priest Ezra, a scribe of the law of the God of heaven:
13 Ka ram khui kah a puhlu boeih ham kai lamloh saithainah ka paek coeng. Israel pilnam neh a khosoih rhoek khaw, Levi khaw Jerusalem la caeh ham nang m'puei saeh.
I am ordering that anyone from Israel in my kingdom along with their priests and Levites who desires to go to Jerusalem, may go with you.
14 He kong dongah Manghai neh anih kah olrhoep parhih taeng lamloh Judah taeng neh Jerusalem taengah na kut dongkah na Pathen oltlueh te thoelh hamla a pat coeng.
I, the king, and my seven counselors, send you all out to inquire concerning Judah and Jerusalem according to God's law, which is in your hand.
15 Amah kolhmuen Jerusalem kah Israel Pathen taengah manghai neh a olrhoep rhoek loh a puhlu cak neh sui khaw khuen ham om.
You are to bring the silver and gold that they have freely offered to the God of Israel, whose dwelling is in Jerusalem.
16 Cak neh sui boeih te Babylon paeng pum ah na hmuh bitni. Jerusalem kah a Pathen im ham tah pilnam khaw a puhlu tih khosoih rhoek long khaw a puhlu.
Freely give all the silver and gold that all of Babylon has given along with what is freely offered by the people and the priests for the house of God in Jerusalem.
17 He kong ah tangka nen he vaito, tutal, tuca khaw, a khosaa neh a tuisi khaw tluem tluem lai. Te te Jerusalem ah na Pathen im kah hmueihtuk dongah nawn.
So buy in full the oxen, rams and lambs, and grain and drink offerings. Offer them on the altar that is in the house of your God in Jerusalem.
18 Namah taengkah neh na manuca taengkah boeih te tah cak khaw, sui khaw a coih nen te a then la saii lamtah na Pathen kah ngaihnah bangla saii uh.
Do with the rest of the silver and gold whatever seems good to you and your brothers, to please your God.
19 Te hnopai te na Pathen im kah thothuengnah ham nang taengah kam paek. Te te Jerusalem kah Pathen taengah cum coeng.
Place the objects that were freely given to you before him for the service of the house of your God in Jerusalem.
20 Na Pathen im kah a tloe a ngoe dongah thoh hamla nang soah aka tla te tah manghai cabu im lamkah te thoo mai.
Anything else that is needed for the house of your God that you require, take its cost from my treasury.
21 Manghai Artaxerxes kai kamah lamloh sok paem kah hnokhoem boeih taengah saithainah ka paek. A cungkuem dongah vaan Pathen kah oltlueh cadaek khosoih Ezra nang n'dawt saeh lamtah tluem tluem saii.
I, King Artaxerxes, make a decree to all the treasurers in the Province Beyond the River, that anything that Ezra asks from you should be given in full,
22 Cak talent yakhat hil, cangyen kore yakhat hil, misurtui bath yakhat hil, situi bath yakhat neh lungkaehtael toeklek toekna pawt hil tawn saeh.
up to one hundred silver talents, one hundred cors of grain, one hundred baths of wine, and one hundred baths of oil, also salt without limit.
23 Vaan Pathen kah saithainah lamkah boeih he vaan Pathen im dongah tluem tluem saii saeh. Balae tih kosi manghai kah ram neh a ca a bo thil eh.
Anything that comes from the decree of the God of Heaven, do it with devotion for his house. For why should his wrath come upon the kingdom of me and my sons?

We are informing them about you not to impose any tribute or taxes on any of the priests, Levites, musicians, gatekeepers, or on the people assigned to the service of the temple and servants of the house of this God.
25 Ezra nang khaw na Pathen kah cueihnah rhangneh na kut dongkah aka taemrhai ham neh laitloekung la m'hmoel coeng. Te tlam te a om uh daengah ni sok paem kah pilnam cungkuem taengah neh na Pathen oltlueh aka ming boeih taengah khaw, na ming bangla aka ming pawt taengah khaw lai aka tloek rhoek loh lai a tloek thai eh.
Ezra, with the wisdom that God has given you, you must appoint judges and magistrates to judge all the people in the Province Beyond the River, and to serve all who know the laws of your God. You must also teach those who do not know the law.

Praise Yahweh, our ancestors' God, who placed all this into the king's heart to glorify Yahweh's house in Jerusalem,
28 Kai ham khaw manghai neh a olrhoep mikhmuh ah, hlangrhalh manghai kah mangpa boeih taengah khaw sitlohnah a tueng sak. Ka sokah kah ka Pathen BOEIPA kut rhangneh kamah khaw ka moem uh. Te dongah kamah neh aka puei la Israel boeilu te ka coi.
and who extended covenant faithfulness to me before the king, his counselors, and all his powerful officials. I have been strengthened by the hand of Yahweh my God, and I gathered leaders from Israel to go with me.
